U.S. Military and Police Assistance Programs

NACLA first published detailed information on U.S. military and police assistance programs abroad
in the November 1970 issue of the Newsletter under the heading, "The Mercenarization of the Third
World." The response to this initial documentation was tremendous: the original data and accompany-
ing article were translated and published in newspapers and magazines throughout Latin America
and elsewhere in the Third World. Since then, NACLA has received many requests for additional in-
formation on this subject as well as corrections and comments on the original data. Many people
have written us from abroad to say that they were very happy to receive "hard" information on U.S.
operations in their country--particularly since such information was not available from local
sources. In response to this feedback, we've published several additional documents and related
materials on U.S. military and police aid.* Now, all of this new material plus new editions of the
original documents will be collected in a new NACLA pamphlet, America's Worldwide Military Estab-
lishment, to be published in May. In order to provide our readers with an advance look at some of
the tables and charts that will appear in the new pamphlet, we are including here some of the up-
dated charts on U.S. military activities abroad. Information on the new pamphlet itself will appear
in a future issue of the Report.

Includes grants furnished under the Military Assistance Program (MAP), credit provided by the U.S. Government
for the purchase of American arms through the Foreign Military Sales (FMS) program and by the Export-Import
Bank (Eximbank), indefinite loans of U.S. naval vessels, deliveries of military equipment from "excess" U.S.
stocks, local currencies generated under the "Food for Peace" program (Public Law 480), and funds awarded our
allies and mercenaries in Southeast Asia from the regular Department of Defense Appropriation (Military
Assistance, Service-Funded - MASF). (Figures in parentheses represent unclassified funds only.)
